The Converged Communication Bureau has two (2) IT Communications Analyst III vacancies that will require working shifts that include overtime, nights, weekends, and holidays. These positions will require driving throughout the County of Riverside as required. The incumbent will design, engineer and project manage the implementation of structured cabling solutions. Core responsibilities include developing telecommunication equipment room design, equipment rack, ladder rack, cable tray, and voice frame layouts; analyzing, planning, identifying, and coordinating facility improvements for cabling infrastructure and telecommunication equipment rooms (location, size, lighting, cooling, grounding, electrical, structural load requirements for floors and walls); cabling pathways (firewall penetrations, sleeves, cabling support) and work area outlets; audio visual, security, CATV, and other low voltage systems; outside plant (OSP) right-of-way and route design; OSP space design (maintenance holes, ducts, vaults); underground, direct-buried and aerial plant design; OSP cabling hardware, grounding, bonding, and electrical protection systems; physical infrastructure interdependencies, CAT6, CAT6A, single mode and multi-mode fiber
EXAMPLES OF ESSENTIAL DUTIES
Design, analyze, and define communication requirements and network infrastructure based on evaluation of work processes, customer requirements, available and emerging technology and cost and benefit analysis.
Make recommendations for infrastructure enhancements to gain efficiency and technological advantage; consult with users in planning for future needs and maintaining awareness of best practices and emerging technology.
Develop strategic plans for operation and growth of the telecommunication system.
Troubleshoot system failures, performance deficiencies, and circuit and wiring issues.
Research, evaluate, test, and recommend products, product versions and services to meet future business needs; research and prepare input to technology marketing strategy and rate development.
Coordinate communication interfaces with federal, State, and local agencies and vendors.
Establish technical hardware and software standards based on analysis of system performance, integration needs, current and emerging technology, and cost and benefit analysis
Current vacancies are located in Riverside; however, this recruitment may be utilized to fill future vacancies countywide. Priority consideration will be given to individuals on department reinstatement/layoff lists.
ABOUT THE DEPARTMENT
Riverside County Information Technology is a full-service provider of IT services. RCIT is an Internal Service Fund (ISF) department with 100% reliance on revenues received from services. RCIT offers comprehensive service and support for desktops, printers, printer services, servers, and data storage. RCIT offers comprehensive systems support for email and messaging, smart phones, tablets, expert technical support, and production and test environments.
Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with course work in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may be substituted for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience). Experience: Four years of successful journey level IT job-related experience with one of those years including either lead person duties or technically advanced IT job-related work (one year of experience as an IT Communications Analyst II will satisfy the one year of lead or technically advanced experience requirement). **Proof of your education (degree or transcripts) must be uploaded as an attachment to your Job Gateway account as it pertains to the position at the time of application. HIGHLY COMPETITIVE CANDIDATES WILL POSSESS: 1. Two years’ experience designing and implementing structured cabling projects 2. Two years’ experience with telecommunications OSP (Outside Plant) physical cabling and infrastructure design 3. Two years’ experience supporting and maintaining infrastructure technology components for a telecommunication space (networks, power, cooling, and structured cabling) 4. Two years’ experience performing project management, which included responsibility for developing and updating project schedules, delivering design documents, tracking construction budgets, and coordinating design submittals. 5. Possession of a BICSI Registered Communications Distribution Designer (RCDD) certificate 6. Possession of a BICSI technician and/or installer certificate 7. Experience using Microsoft Visio 8. Experience using AutoCAD software **QUALIFYING EXPERIENCE MUST BE REFLECTED ON RESUME AND APPLICATION.** Knowledge of: The principles, methods, and techniques used in the course of work for the IT Communications Analyst series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; principles of documentation and recordkeeping, and storage and retrieval. Ability to: Gather and analyze data, reason logically, draw valid conclusions, and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels. Required IT-Related Skills: In-depth problem, traffic and performance analysis; evaluating customer needs to define technology solutions; design and network topology analysis; principles, practices, methods, and techniques of communications technology. Preferred IT-Related Skills: Analysis and design of network systems; strategic planning processes; analysis of networked, multi-platform environments; use of systems level management tools in resolving high-level technical problems.
